I have Neon tetra (Paracheirodon innesi) listed as preferring tank water temperature between 20-26C (68-78F) but long-term I would suggest something below 24C, as previously suggested 22/23C would be ideal but 24C should also be fine when allowing for the fluctuations.
Unlike their relatives (Cardinal tetra & Green neon tetra) which prefer the temperature a little higher (above 24C), Neon tetra prefer it cooler (below 24C) long-term.
