When we went to Cardiff we visited a water centre run by the water company and they had tanks of British native fish, I think it's near the Norwegian church....
I've also seen dolphins off the West coast of Ireland.
The SeaLife at Birmingham is ok, but a pig for parking.

Last year the wife & I stayed at the Travelodge Cheshire Oaks where we based ourselves
From here we visited Blue Planet Aquarium which is less than 1 mile drive or even less to walk.
Being based in this area we also visited Chester zoo which is one of the best zoos in the country was only 4.2 miles away.
Also being based at the Travelodge Cheshire Oaks you have access to several eating places (the Hungry Horse is good value, especially for breakfast).
You also have access to the Coliseum Shopping Park (across the road) & Cheshire Oaks Designer Outlet, both good for shopping.
