Check the website of your local water company. This will tell you what to expect from the tap.
If you're measuring zero nitrates from the tap (and I'm presuming you're knocking seven bells out of the nitrate test bottles), the, because of the water changes you've been doing, you won't see any nitrates. (I have similar tapwater which is great for starting out with the tests)
I reckon you're probably just about cycled for the 6 fish you have.
