It's not too bad. That's about 20ppm, maybe a bit less - a lot of people get 40ppm. I'm lucky as it doesn't register much. 20ppm and below is fine, below 40 is ok, above that gets a bit unhelpful for the fish. Chlorine doesn't affect it (just means you must use conditioner), it'll be the rocks/sand leeching carbonates to raise the ph.
Unless they pop CO2 in to soften the water in the pipes.
Try getting a (clean) glass of water and leaving it to stand overnight and then test that.

You're lucky - my original 6 took 8 years to produce any fry, but they seem to spawn when they feel like it now, although it's probably something to do with air pressure and water temperature.... ;)
I have about 23 currently and they're great in a large herd..... :D

I suggest you use the Safestart or Stability to help finish the cycle. The gossei were raised by Lee (Meadows) in 2016 and were 9 months old when I got them, the pandas I first got in 2005, the original 6 got to about 12, the ones I have now range from about 2 months to 8 years (I think I have 23), the remaining pygmeus are at least 5 years old. :)
