The bubbles are a one-off. Tap water is under pressure. When you draw it the pressure reduces and ‘excess’ air comes out of solution.

I put a fluval u2 in my tank that was the same as yours. I really like it. It's running in my community tank now. When looking for filters - find out what the LPH (litres per hour) rating it has, ideally you need a filter that has an LPH that is 5x your tank volume.
Don’t be afraid of external canister filters! Although slightly more expensive, they really make the difference IMO.

An external would be quite an overkill for a small tank like that!
Any small internal filter should do, none seem to be very noisy. The Eheims seem to be quite quiet, possibly more than most.

Just bear in mind that the idea is to house a betta in there, so it only needs a gentle flow.

use a DIY matten filter using an air line as an uplifter.
That's what I have in The Cube.
NB I also added alfargog as extra media behind the foam plus hid the heater behind it. Also I didnt use silicon as I simply wedged the foam in across the width of The Cube.
Looking at your tank a corner one would probably work well

NB I used some of this to make the uplifter. Just drilled a hole in the top and pushed the airline down into it then bent it and put through a hole in the top of the foam
Yes I have this on a very low flow but even when I've had 8 or so Platy young in here, on on one occasion as quarantine 17 Cardinals, (the Cube is approx 25 litre) I always have triple zeroes (the frogbit helps greatly as well I think)

The oase bioplus 50 looks like a nice filter. Plus it would hide the heater for you. Although I dont know if it would be too powerful at 350 LPH.
