They started with a white growth on the tail joint and one has it on the fin too. It's now spread a bit and gone from white to brown in some places. One of the fish has poor fin condition on one fin.
I thought it was bacterial and dosed with API Melafix for a week. Not much change.
No other fish seem to have anything, just these two.
Any ideas?

Is little difficult to tell from the image. Is that food pellets to the left of the top Phantom Tetra?
The back half of this fish looks very thin to me, you had them long and what the water parameters of your setup?

They do look older, what are the tank parameters (including hardness and temperature) and what's the diet?
