No - the article should have explained that its "100%" means that zero percent of the ammonia solution should be additives (such as srfactants, perfumes etc.).
Ammonia is a gas that dissolves (very!) readily in water. A 9.5% solution means that there are 9.5 grams of ammonia gas dissolved in every 100 millilitres of bottle-content.

I literally used 1.2ml daily to raise my 57L tank to 2ppm for cycling. I’ve probably only used less than 40ml out the bottle

when it says 100% ammonia it means ammonia at whatever % concentration in water (10-40%) with no scents or surfacants
