Total replacement of substrate

Seeking advice again. LOL. The substrate of small stones over clay and sphagnum in my 40 gallon has been there for 5 - 6 years. During the weekly water change I thought that it is getting more and more hardend; not quite like concrete but certainly harder. Is it time to renew it? Over the years |I have been gradually adding the odd layer now and again as I intruduce new plants; hence the build-up.

Is it getting harder (I suppose clay could) or is it that the moss is getting tighter together?
If the plants are ok, why change everything - they may not thank you for it.....
