No it’s not whitespot. It looks to me like Epistylis, which is a protozoan feeding on a bacterial skin infection. Treat with a bactericide (I use Myxazin) and the epistylis will leave.
Its very common in tanks with low water movement. Is the water good?
I don't keep fish, I keep water. Water keeps fish.
