You could use your 21 litre for a planted Neocaridina Shrimp aquarium.

For your 120-liter tank, both an Angel Fish or a Siamese Fighting Fish (Betta) could thrive. Angels prefer a community setup with peaceful tank mates, while Bettas are more solitary and should be the sole occupant in the tank. Choose based on your preference and tank setup. Just ensure proper filtration and water conditions for a happy and healthy fish!

And not even Angels for the 120L. I barely even considered them for my 240L because it’s only just starting to be big enough.
